Celebration As Okowa Opens New Chapter In Delta

BY OBIODOGWU AUGUSTINE
Yesterday, a new chapter was opened in the history of Delta State as Senator (Dr.) Ifeanyi Arthur Okowa was sworn-in as the fourth Executive Governor of Delta State. Amid pomp and pageantry, Senator Okowa took the oath of office thereby entering into covenant with Deltans with a promise to lead the state on the path of growth and prosperity. Joy and excitement took the centre stage as Deltans across the senatorial districts celebrated dawn of a new era.
The event which took place yesterday, May 29, 2015 at the Cenotaph, Asaba marked the starting point for a dream come true for all Deltans, as the vehicle of prosperity had been set in motion. This assertion is buttressed by the euphoric atmosphere experienced at the swearing-in ceremony where all in attendance displayed gestures of relief, sense of belonging and self-actualization. The wind of the inauguration ceremony was felt across the State by all the ethnic groups.
The massive vote for Dr.Okowa at the gubernatorial pool was a clear demonstration of their confidence in him given his wealth of experience, potentials and commitment to service. Having served the state and the nation in different capacities, he has left some outstanding legacies. While serving as the Ika-North East Council chairman, he ensured the extension of electricity to towns and villages in the local government area through the purchase and distribution of transformers. His administration also encouraged the development of small-scale businesses in towns which include Umunede, Ekwuoma and Mbiri. Rural and township roads were also rehabilitated which stimulated the development of the communities in the local government area.
As the commissioner for Agriculture and Natural Resources, among his achievement were the establishments of 1000 hectres of oil palm plantations, ensuring equitable and optimal distribution of fertilizers to farmers as well as initiating the provision of modern fishing inputs to fishermen in the state. He also started the pineapple project in Delta state, and the purchase and distribution of motorcycles for Agricultural Development Programme (ADP).
When Governor Okowa was Commissioner for Water Resources and Development, he introduced the Solar-Powered water scheme in the rural areas which were benefited by many communities across the state.
However, as Commissioner for Health, he initiated the Rural Health Scheme in which medical personnel moved from one community to another giving free medical treatment to all and sundry. He established the Dialysis Centre, and ensured that the Nursing schools in Agbor and Warri were moved to their permanent sites. He also started the schools of midwifery at Amukpe and Asaba. Besides, all the Central Hospitals across the state were renovated and equipped with modern facilities subject to his initiative and recommendations.
Moreover when he served as Secretary to State Government (SSG), he effectively coordinated the different ministries and assisted the governor with myriads of advice and innovations for effective running of the state.
Also while serving as Senator representing Delta North Senatorial District, Dr. Okowa sponsored 12 robost bills some of which include as follows:
• A bill for Act to amend the public enterprises (privatization and commercialization) Act CAP. P 38, LFN 2004, to provide for inclusion of host communities in sales of shares, ensure better accountability and for other matters relating thereto.
• An Act to repeal the second schedule, part II (concurrent legislative list) of the 1999 constitution of the federal republic of Nigeria to make provision for the regulation of health care, health care insurance and public health.
• An Act to provide a framework for the regulation, development and management of health system in 2012.
• A bill for an Act to provide for, and guaranty privacy of citizens in electronic communications and for other matters connected therewith.
• A bill for an Act to make provision for the registration and coordination of non-governmental organizations in Nigeria for charity and other purposes connected therewith.
Having analyzed his achievements so far, the foregoing discussion signals the potential and capacity of His Excellency, Governor Ifeanyi Arthur Okowa to take Delta State to an enviable height.
It is however imperative to point out in consonance with the gain saying that “a tree cannot make a forest”, that the concerted efforts of the populace are necessary ingredients for the smooth and effective running of the State. On this note, all hands must be on deck to push Delta State forward as the effort of a single individual would not be sufficient enough. The progress of Delta State is everyone’s responsibility, therefore, co-operation of all Deltans is highly needed as sitting on the fence, and or engaging in criticisms will not yield any good fruit for the state.
As Deltans celebrate this epoch-making event and dawn of a new era, May God grant Senator Ifeanyi Arthur Okowa, the strength, wisdom, and prowess to steer the ship of the state to the shores of growth and prosperity in Jesus name. Amen.
