Engr. (Dr) Hilary Ijeoma Owamah is
presently, a senior lecturer and Acting Head
of Department, Civil Engineering, Delta State
University, Abraka, Oleh Campus. He had earlier
lectured in Landmark University, Omu-Aran, Kwara
State before his appointment at the Delta State
He has to his credit, over 18 papers in high
impact Thomson Reuters listed journals of Elsevier,
Springer, Taylor and Francis, among others and
other Faculty/University based national journals.
He is currently, collaboratively, working on some
innovative waste treatment and pollution control
studies in preparation for his next promotion to
the post of Associate Professor.
As Acting Head of Department, Dr. Owamah
has helped move his department up the ladder
of success and excellence by many miles, to the
admiration of all in DELSU. His huge contributions
even as a new staff (then) in DELSU to the success
of the NUC accreditation of his department in, 2016,
is still fresh. His rare academic, administrative and
leadership qualities can always be well attested
to by everyone, whom he has had the privilege to
work with. Due to his outstanding contributions
to the Landmark University Context, his former
Vice-Chancellor, Prof (Mrs.) Aize Obayan) and
other colleagues at Landmark University, still call
often, to tell him how much they and the university
have missed him.
Engr. Owamah has served as member/chair in
many sensitive university -based committees such
as University Research, Equipment Acquisition
and Installation; Internal Revenue Generation and
Land Allocation; Publication and Post-Graduate
Curriculum Development Committees He has
attended and presented papers in many national
and foreign conferences and has received some
local and international awards including being
the 690th top ranking Scientist in Nigeria for the
year 2015 as reported by Webometrics, award of
recognition as an outstanding Elsevier Journal
Reviewer in May, 2014, award of Excellence in
Publication by Landmark University (many times)
and others. It may be important to highlight that
Engr. Owamah joined the Academia in 2012 and
received all of the above mentioned prestigious
awards between 2014 and 2016; within two to four years of teaching, research and publication
in high impact journals.
Engr. Dr. Owamah obtained his Ph.D. Civil
Engineering (Water Resources and Environmental
Engineering option) from the University of Benin
(2016). He had earlier obtained M.Eng. (2011) and
B.Eng. (2006) from University of Port-Harcourt
and Federal University of Technology, Owerri,
respectively. He is at the verge of completing
a second Masters’ degree programme in Civil
Engineering (Geotechnical Engineering option) at
the Federal University of Technology, Akure. He is a
recipient of the prestigious PTDF PhD Scholarship.
He is a professional registered as Engineer with
the Council for the Regulation of Engineering
in Nigeria (COREN) and also a member of the
Nigerian Society of Engineers. He is an Examiner
to the Nigerian Society of Engineers (Asaba
Branch), Civil Engineering Division. Engr. Dr.
Owamah had his SSCE from the Institute of
Continuing Education (ICE), Asaba, in 2000
and finished from Umejei Primary School
Ibusa in 1993.
Engr. Dr. Owamah is at the moment,
the Secretary to his community
(Owa-Alero) Development
Union. He is also the
Group Managing Director,

Development (A-RED)
Initiative, Asaba,
Delta State. He is a
naturally endowed
m o t i v a t i o n a l speaker, who takes
much interest in bringing out the best in people.
Outside of the academia, he is a respected young,
seasoned and well sought after motivational
speaker, who has had the privilege of making
impactful presentations at various highly revered
fora; political, academic, social-cultural and other
summits. He has served as resource person in
leadership training summits to many organizations
such as Landmark University, Owa-Alero Elite Club
and Nigerian Society of Engineers (Asaba Branch).
Dr. Owamah is a well sought after public lecture
He delivered the much talked and highly
published second faculty of Engineering Public
Lecture of the Delta State University. He also
recently gave a highly electrifying keynote lecture
on “the role of the media in managing the lesson
of recession for a wealthier Delta State” at the
NUJ Delta Council Press week held on December
12, 2017 in Asaba. He was recently invited by the
National Higher Education Forum in conjunction
with the Federal Ministry of Education to give
a lecture on quality assurance in research and
publication. He loves reading, motivating people
and listening to Christian music.
Engr. Dr. Owamah is from Owa-Alero, Ika North
East Local Government Area of Delta State. He is
happily married to Mrs Victoria Owamah and the
marriage has been blessed with three sons. He
recently celebrated his 35th birthday to the glory
of God. By God’s grace, Engr. Dr. Owamah has been
working as a Sunday school teacher at the Redeem
Christian Church of God for some years now.
